Founded in 1987, Tinbergen Institute (TI) is the graduate school and research institute in economics, econometrics and finance of the Erasmus School of Economics of Erasmus University Rotterdam, the School of Business and Economics (SBE) of Vrije Universiteit Amsterdam, and the Faculty of Economics and Business of the University of Amsterdam.
The TI Research Institute aims to stimulate fundamental and applied research in economics at the three participating universities and to organize an excellent research training environment for the institute’s research master students. The Amsterdam Institute for Advanced Labour Studies (AIAS) is an institute for multidisciplinary research and teaching at the University of Amsterdam.
Founded in 1998, it brings together the University’s expertise in labour studies from the Faculties of Law, Social and Behavioural Sciences, Economics and Business, and MedicineAIAS’ mission is to strengthen its position as a leading academic centre in the field of labour studies in the Netherlands and abroad, fostering its acclaim as an attractive partner for international cooperation in research and teaching. Our threefold task is to:
- Perform and facilitate research aimed at developing, empirically testing and applying theories that can explain the working of labour markets, labour relations and organisations, and social and labour policies in an internationally comparative perspective.
- Develop multidisciplinary teaching programmes concerning these issues.
- Provide expertise to society by supplying analytical tools, results and data to enlighten policy making in the field of labour and to contribute to the intellectual and public debate on labour, employment and social policies.

Nieuwe partnerships in UvA-onderzoek naar belastingstelsels
Het Amsterdam Centre for Tax Law van de UvA is erin geslaagd nieuwe partnerships te verwerven. Ernst & Young (EY), Microsoft en Netflix gaan het onderzoeksproject ‘Designing the tax system for a Cashless, Platform-based and Technology-driven society’ (CPT-project) steunen. Daarnaast heeft de belastingdienst van miljoenenstad Buenos Aires formeel de intentie uitgesproken zich bij het initiatief aan te sluiten. Inzet van het ambitieuze CPT-project is om – op basis van wetenschappelijk onderzoek – bouwstenen aan te reiken om belastingstelsels eerlijker, efficiënter en moeilijker te omzeilen te maken. ‘Paying the fair share in the right place’.
Telkens als zich grote economische of maatschappelijke veranderingen voordoen, moeten belastingstelsels volgen. Ervan uitgaande dat de samenleving zich in een overgangsproces bevindt naar een nieuw economisch model, versneld door de coronacrisis, wordt in het CPT-project onderzocht hoe belastingstelsels ontworpen en gestructureerd kunnen worden voor een samenleving die primair is gebaseerd op cashless betaalmethoden, online platforms en digitale technologieën, zoals Artificial Intelligence (AI) en blockchain. Het uiteindelijke doel is te komen tot concrete aanbevelingen die niet alleen verschillende stakeholders – overheden en commerciële organisaties – helpen bij het aanpakken van problemen onder de huidige belastingstelsels en/of de introductie van structurele belastinghervormingen, maar ook bouwstenen bieden voor het herontwerp van belastingstelsels.Naar een hoger niveau‘Onze samenleving wordt steeds digitaler. Het is daarom de hoogste tijd om datawetenschappers en fiscaal juristen samen te brengen om uit te zoeken hoe we met behulp van technologie betere belastingstelsels kunnen ontwerpen’, vertelt Dennis Weber, hoogleraar Europese ondernemingsbelastingen en leider van het CPT-project. ‘De komende jaren zullen we een toename zien in het gebruik van algoritmen om te bepalen of iemand voldoende belasting betaalt over zijn inkomen. Dat kan heel doeltreffend zijn, maar we mogen daarbij niet de fundamentele rechten van burgers uit het oog verliezen. Daarom onderzoeken we in ons project onder meer hoe we ervoor kunnen zorgen dat het gebruik van AI in het fiscale veld betrouwbaar is en gunstig is voor iedereen in de samenleving. Zogenoemde distributed ledger technologie zoals blockchain biedt overheden unieke mogelijkheden om belastingstelsels te ontwerpen die minder fraudegevoelig zijn. Het onderzoek op dit gebied staat echter nog in de kinderschoenen en onze inzet is om dit naar een hoger niveau te tillen.’‘Dit is een zeer noodzakelijk initiatief’, vult Raffaele Russo, voorzitter van de Raad van Advies van het CPT-project en voormalig hoofd van het BEPS-project van de OESO, aan. ‘De wereld verandert en de coronapandemie versnelt dat proces. Het is daarom een goede zaak dat de academische wereld, in samenwerking met publieke en particuliere stakeholders, tijd en middelen besteedt aan de aanpak van vraagstukken die – sneller dan de meeste mensen verwachten – urgent en belangwekkend gaan worden. Naar mijn mening moeten belastingstelsels gemakkelijk na te leven én moeilijk te omzeilen zijn, en de technologie moet dit basisprincipe mogelijk maken.’Weber heeft zijn team onlangs weten te versterken door een aantal gerenommeerde onderzoekers aan het project te verbinden. Zo is per 1 september Daniel Smit, hoofd van het bureau vaktechniek bij EY, begonnen als bijzonder hoogleraar Belastingheffing digitale economie aan de UvA. Ook zijn recent drie internationale onderzoekersovergestapt naar de UvA om onderzoek te doen onder de paraplu van het CPT-project.Groeiend aantal partnershipsAls onafhankelijk en inclusief initiatief staat het CPT-project open voor alle overheden, NGO's en bedrijven die eraan willen bijdragen. Naast de steun van de nieuw verworven partners EY, Microsoft en Netflix en intentieverklaring van de belastingdienst van Buenos Aires (AGIP), zullen naar verwachting de komende maanden nog meer belastingautoriteiten en commerciële organisaties zich bij het CPT-project aansluiten.Het initiatief wordt ook gesteund door de Nederlandse Orde van Belastingadviseurs (NOB), de Nederlandse tak van de International Fiscal Association (IFA) en twee Italiaanse advocatenkantoren: Maisto e Associati en Gatti Pavesi Bianchi Ludovici. Een deel van het project wordt gefinancierd vanuit het nationale Sectorplan Rechtsgeleerdheid 2019-2025, binnen Digital Legal Studies. Ook maakt het project deel uit het Digital Transformation of Decision-Making-initiatief van de Amsterdam Law School. -

Digital platform Organizations and Waste Recovery in Food Supply Chains
In recent years, researchers and practitioners have increasingly paid attention to food waste, which is seen as highly unethical given its negative environmental and societal implications. Waste recovery is dependent on the creation of connections along the supply chain, so that actors with goods at risk of becoming waste can transfer them to those who may be able to use them as inputs or for their own consumption. Such waste recovery is, however, often hampered by what we call ‘circularity holes’, i.e., missing linkages between waste generators and potential receivers. A new type of actor, the digital platform organization, has recently taken on a brokerage function to bridge circularity holes, particularly in the food supply chain. Yet, extant literature has overlooked this novel type of brokerage that exploits digital technology for the transfer and recovery of discarded resources between supply chain actors. Our study investigates this actor, conceptualized as a ‘circularity broker’, and thus unites network research and circular supply chain research. Focusing on the food supply chain, we adopt an interpretive inductive theory-building approach to uncover how platform organizations foster the recovery of waste by bridging circularity holes. We identify and explicate six brokerage roles, i.e., connecting, informing, protecting, mobilizing, integrating and measuring, and discuss them in relation to extant literature, highlighting novelties compared to earlier studies. The final section reflects on contributions, implications, limitations and areas for further research.
Our research responds to the growing interest in the circular economy on the part of both scholars and practitioners by showing what brokerage entails when its ultimate goal is to drive the recovery of resources that would otherwise, for a variety of reasons be doomed for the landfill.
Second, and partly related, our work contributes to the circular supply chain literature. The conceptualization of the ‘circularity hole’ emphasises the lack of connections between supply chain actors and enables a better understanding of the factors hindering the development of circular supply chains. We also shed light on ways in which a newcomer that relies on digital technology may enter a supply chain and drive its shift towards a circular one, by bridging the holes that hinder waste recovery. Our finding that a circularity brokerage entails a variety of roles implies that bringing about change is complex and requires different responses and an array of activities to overcome the barriers to food waste recovery and realise circular supply chains.
Based on our findings, policymakers might want to explore how they can support the roles undertaken by food waste platform organizations to increase the chances of closing circularity holes in food supply chains. For example, particularly local policymakers could back the platforms’ framing sub-role by designing communication campaigns that underline the environmental, social and economic losses engendered by food waste, so as to drive citizen and business awareness of the issues at stake.

Strategieën voor circulaire afvalverwerking kunnen bijdragen aan duurzaamheidsdoelen van de stad
Er is ruimte voor verbetering in de afvalverwerking van de stad Amsterdam. Nu zijn afvalstromen in de stad vaak lineair en niet ingericht op duurzaamheid, en het recyclingpercentage van organisch afval is heel erg laag. Scheikundigen en bedrijfskundigen van de UvA sloegen de handen ineen en onderzochten strategieën voor stedelijk afvalbeheer voor een duurzame samenleving. Deze kunnen de gemeente helpen in het bereiken van haar ambitieuze doelen op het terrein van circulariteit.

Beleid voor innovaties in de energiesector
De elektriciteitssector is in snelle transitie. Het aandeel elektriciteit uit hernieuwbare, fluctuerende bronnen groeit hard. Met nieuwe technologieën kan dit efficiënt ingepast worden. Bovendien kunnen consumenten en kleinverbruikers nu actief participeren en een bijdrage leveren aan de verduurzaming. Deze vernieuwingen worden niet optimaal ondersteund door het huidige beleid. Verruiming van wet- en regelgeving is nodig om ruim baan te geven aan nieuwe diensten en nieuwe dienstverleners. Dat bevordert een robuuste overgang naar een hernieuwbare toekomst. Het geeft bovendien kansen aan nieuwe bedrijvigheid in Nederland.

Center for Nonlinear Dynamics in Economics and Finance (CeNDEF)
The Center for Nonlinear Dynamics in Economics and Finance (CeNDEF) is a multi-disciplinary research group, started in October 1998, by a Pionier-grant from the Netherlands Organization for Scientific Research (NWO). CeNDEF is located at the Amsterdam School of Economics, of the Faculty of Economics and Business of the University of Amsterdam.
Focus
CeNDEF consists of a group of senior researchers, post-doctoral research fellows and PhD students from various fields, including economic theory, finance, mathematics, physics, statistics, econometrics and psychology. The main field of research is nonlinear complex systems in economics and finance in a broad sense. Emphasis is given to behavioral macroeconomics and behavioral finance models. Research themes include behavioral macroeconomics, evolutionary finance, endogenous fluctuations, heterogeneous interacting agents, bounded rationality, expectation formation and learning, evolutionary dynamics, complex nonlinear systems and agent-based modeling.
The CeNDEF research programme is a mixture of theoretical, empirical as well as experimental work using a balanced mixture of analytical and computational tools. CeNDEF work emphasises bounded rationality models, where agents search for simple "rules of thumb" that perform reasonably well. Special attention is given to the role of market psychology in financial markets. Laboratory experiments are carried out in the CREED experimental laboratory. A recent research focus is on policy analysis based on behavioral macroeconomic-financial models with heterogeneous agents.
