Housing First as a systems approach. What does this require of the Netherlands?

Based on the eight core principles of Housing First, this paper describes the status quo and the necessary further development for a successful Dutch system approach to Housing First.

For this purpose, we draw on the experiences gained in the Netherlands since 2006 with the development of Housing First for long-term homeless people with multiple problems. In the spring of 2022, the Dutch government decided to tackle homelessness by focusing on Housing First principles.
