Brochure Risks and tips for decentralized contacts with China

Maintaining decentralized contacts with China offers the Netherlands opportunities. Dutch municipalities, provinces and regional development agencies make a valuable contribution to bilateral cooperation through their decentralized contacts with China.

The existing friendships and relationships, as well as incidental exchanges with China, ensure more economic cooperation, the exchange of scientific insights, cultural enrichment and the increase of mutual understanding. In addition, these ties offer the opportunity to discuss sensitive issues at a decentralized level, for example in the field of human rights. Below you can read the summary of the brochure (Dutch).

In order to take advantage of these opportunities, it is important that Dutch local governments are also aware of possible risks. The NCTV has therefore produced a brochure for municipalities, provinces and development companies. This brochure informs them about possible risks involved in entering into partnerships or maintaining formalized friendships with China. The brochure also provides them with some tools for dealing with these risks. At the back is an overview of all government agencies, checklists and other sources where they can go with further questions. The brochure is emphatically not intended as an encouragement to terminate contacts with China, but rather to support decentralized governments in shaping these contacts in a sensible manner.
