Inventory needs knowledge security desk (2021)

The Netherlands Enterprise Agency on behalf of the Ministry of Education, Culture and Science

The Ministry of Education, Culture and Science has asked the RVO to conduct a short-term request (“quick scan”) for a knowledge security expertise and advice desk, consisting of an inventory of the needs and wishes of the Dutch knowledge field for the purpose of setting up of an expertise and advice desk for knowledge security. In this study, the Dutch knowledge field covers the Dutch universities of applied sciences, universities, UMCs, (research) institutes NWO and KNAW and the TO2 institutions (Deltares, Marin, NLR, TNO and Wageningen Research).

The knowledge security themes for which there is the strongest need for input from the national government were (1) IT-related / cyber, (2) Entering into research collaborations with foreign knowledge institutions, (3) Admission of foreign PhD students and/or researchers, (4) Dealing with foreign students/researchers i.r.t. unwanted knowledge transfer and/or unwanted foreign interference, and (5) Intellectual property / patents.
