City Deal Kennis Maken
The aim of the City Deal Kennis Maken is to accelerate the process of solving the social challenges of cities by involving researchers, lecturers and students on a large scale. The cities, knowledge institutions and other partners consider this on the one hand as a form of knowledge utilization and on the other hand as offering the city as a learning environment for students. Central to the City Deal are talent development, entrepreneurship and the stimulation of social involvement. Amsterdam is participating in this City Deal, as are Nijmegen, Delft, Enschede, Groningen, Leiden, Maastricht, Rotterdam, Tilburg, Utrecht and Wageningen.

About the governance
One of the challenges in developing the openreserach platform is creating a good governance structure between knowledge institutes and the municipality. How do you organise the governance of a platform where content is created by editors from different organisations, each with their own culture and hierarchy?
The jurisprudence around platforms is relatively new. Does Facebook merely function as facilitator or does the company also play a role in moderating what happens on the site, checking for hateful or other unlawful content? Also openresearch is confronted with these questions around responsibility and liability. One of the first discussions between the legal advisors involved focused on the role of the municipality. The municipality takes the lead in developing the platform and is therefore product owner. Is openresearch a platform owned by the municipality or does the municipality merely facilitate, and what does this mean for liability?
An additional complicating factor in this process is the ambition to share knowledge. Though all of the involved parties are public organisations, sharing knowledge and making information public is not self-evident. For a large part this has to do with culture and fear of risks by possibly publishing confidential or sensitive information. The debate around open access is very much alive in the academic circles right now, but the conversation is still on going. The power of publishers and their intellectual property rights makes sharing knowledge complicated in some cases. The municipality’s policy is “open, unless…” but also here policy is often differs from practice.
Over the courses of almost a year, different legal advisors, privacy officers and data protection officers from the municipality of Amsterdam and knowledge institutes came together to create the right governance for the openresearch platform. At the beginning of this process, every party came to the table with the attitude to pass as many risks as possible to the other parties. The conversation gradually became more constructive. A shared common vision - sharing knowledge as an important tool for the city - changed the conversatioin from thinking in problems to finding solutions and jointly inventing the right governance for this platform.
The chosen form for the governance of this platform now consists of four elements: legal infrastructure, software, behaviour, and the bicycle. In the governance of openresearch, these various elements are laid down in a cooperation agreement, signed in April 2020 by the Executive Boards of the knowledge institutes and the Board of Mayor and Aldermen of Amsterdam.
Legal infrastructure
The employment contract and the code of conduct and / or ethical code that all participants have with their knowledge institute or with the municipality are leading for participation in the platform. After all, the participants have already committed themselves to certain standards and values, the guidelines for desired behaviour, responsibilities, and obligations towards their employer.
This starting point and other important agreements have been drawn up in the cooperation agreement. The main points of this document are:
- role and responsibility of the municipality
- role and responsibility of the participating parties
- agreements related to license, liability, and copyrights
- agreements related to GDPR
As a facilitator of the platform, the municipality of Amsterdam owns and manages the infrastructure of the platform. The municipality is responsible for the general editing of the platform and is responsible for hosting and technical and functional management (maintenance). The municipality ensures that the platform is sufficiently secured in view of the purpose of the platform.
Each participating party is responsible and therefore liable for the research that its editors, participants, and stakeholders have posted on the platform. Parties are not responsible and liable for investigations other than those of their own users.
Research placed in the public layer are made available under the Creative Commons license (attribution - non commercial - share alike). If a participating party does not have the rights to investigations, only a link will be posted to where the publication is lawfully located.
Each party is responsible for complying with the obligations of the GDPR. The parties only process personal data for the social function of the platform via the platform and do not process personal data collected as source data and/or used in research. The basic principle is that users will not place secret and/or confidential information on the platform.
In addition, general terms and conditions have been laid down for users of the platform. Before users can participate, the main points of attention regarding privacy and user rights are brought to the attention by agreeing to these terms and conditions.
Software
Given that the employment contract is leading, only people working at one of the participating organisations can become a participant on the platform. External parties which participate in a specific research project can only do this as a "stakeholder" and can only get an account through an editor. Openresearch software plays an important role in this. The system has a list of "approved" email addresses, where the extensions of participating parties are recognised.
Behaviour
In the general terms and conditions, users are informed of the most important rules of conduct and the most important principles regarding privacy and IP rights. In this way, desired behaviour is stimulated. To assist in communicating both the desired behaviour and the formal rules, the editors of the municipality, regional government organisations, and knowledge institutions are offered special training for editors.
Bicycle
Openresearch.amsterdam is a local platform, made for, with, and by Amsterdam. This was emphasised frequently during the process with the involved legal advisors from different parties. The fact that users can easily visit each other in case of problems is an important feature. In short, if something goes wrong, we pay each other a visit by bike. The importance of locality was also highlighted in the cooperation agreement, under the final provisions: “In the event of any disputes, (in a manner of speaking) the parties first take their bike to talk to each other”.

Convenant Hoogstraten Diversiteitsaanpak
De gemeente en ondernemers in de Oude en Nieuwe Hoogstraat slaan de handen ineen. Zij gaan samenwerken om het winkelaanbod aantrekkelijk te houden voor bewoners en bezoekers. Wethouder Udo Kock (D66) tekende gisteren namens de gemeente een convenant met het ondernemerscollectief van de Hoogstraten NV Zeedijk, 1012Inc, Stadgenoot, Universiteit van Amsterdam en diverse andere vastgoedeigenaren en de gemeente. D66-Lijsttrekker Reinier van Dantzig is enthousiast over deze stap: “Ik ben heel blij dat de gemeente met ondernemers gaat samenwerken om het winkelaanbod divers te houden. Het laat zien dat alle partijen hun verantwoordelijkheid nemen om de binnenstad leefbaar te houden.”
Divers winkelaanbod
De verschillende partijen hebben het de afspraken gebundeld in een convenant, dat zij gisteren tekende. De afspraken gaan onder andere over de verhuur van winkelruimten en handhaving in de winkelstraten. Door deze samenwerking vast te leggen gaat de gemeente verder met de strijd tegen verschraling in het winkelaanbod. Reinier van Dantzig: “Het stadsbestuur is goed bezig om ervoor te zorgen dat de binnenstad niet alleen voor de toeristen is, maar dat ook Amsterdammers gewoon hun boodschappen en andere inkopen in de stad kunnen blijven doen”Leefbaarheid binnenstad
Het convenant Hoogstraten is een volgende stap in de strijd voor een leefbare binnenstad en tegen verschraling van het winkelaanbod. Eerder voerde toenmalig D66-wethouder Kajsa Ollongren een verbod op nieuwe toeristenwinkels in het Centrum in. Ook sloot zij een convenant met ondernemers en vastgoedpartijen in de Sint Antoniesbreestraat. In voorbereiding zijn vergelijkbare convenanten voor de Damstraat en de Spuistraat. Van Dantzig “Aan een binnenstad met alleen maar toeristen moet ik niet denken. Samenwerkingsovereenkomst Amsterdam Green Campus
Gemeente Amsterdam, Instituut voor Biodiversiteit en Ecosysteem Dynamica van de UvA en Amsterdam Green Campus hebben een samenwerkingsovereenkomst getekend. Deze samenwerkingsovereenkomst heeft het doel om samen nieuwe kennis te ontwikkelen en bestaande kennis te delen voor een groene en duurzame ontwikkeling van Amsterdam en de metropoolregio.
Zowel de afdeling Ruimte en Duurzaamheid van de gemeente Amsterdam, als het IBED voelde al geruime tijd de behoefte tot een meer structurele samenwerking op het gebied van onderwijs en onderzoek. Daarnaast participeren zowel het IBED als de Gemeente Amsterdam in Amsterdam Green Campus waardoor een netwerk ontstaat van overheden, bedrijven, instellingen en opleidings- en onderzoeksinstituten. Dit heeft uiteindelijk geresulteerd in het opstellen van een samenwerkingsovereenkomst.
Voorbeelden van samenwerkingsgebieden zijn expertise-uitwisseling, onderwijsparticipatie in de vorm van (master)onderzoeksstages en het gezamenlijk optrekken in Nationale en Europese programma’s op het gebied van ecologie, biodiversiteit en duurzaamheid.

Community Service Learning VU en Nieuw-West
Studenten VU en bewoners Nieuw-West gaan gezamenlijk maatschappelijke vraagstukken te lijf. De Vrije Universiteit Amsterdam en stadsdeel Nieuw-West zijn op 11 september een Community Service Learning (CSL) project gestart.
Wetenschappers, studenten, maatschappelijke organisaties, ambtenaren en bestuurders gaan samen met bewoners van het stadsdeel werken aan oplossingen voor actuele maatschappelijke vraagstukken in het stadsdeel. Rector Vinod Subramaniam van de VU en voorzitter van het Dagelijks Bestuur van Nieuw-West Achmed Baâdoud hebben tijdens de opening hun handtekening onder de samenwerkingsovereenkomst gezet.
In het Tuinstadhuis (Plein ‘40-‘45) is een studiezaal ingericht, waar VU-studenten uit Nieuw-West kunnen studeren. De studiezaal wordt ook gebruikt voor activiteiten om tot een oplossing te komen voor maatschappelijke en sociale vraagstukken. De studiezaal is geopend op de maandag-, dinsdag- en woensdagavonden van 18.00 – 22.00 uur. De samenwerking duurt vijf jaar, en wordt bij wederzijds positieve evaluatie verlengd.
Samenwerken voor gezondheid en tegen armoede
De samenwerking tussen de VU en het stadsdeel beoogt onder andere activiteiten die zich richten op gezondheid en sport voor jongeren en hun families. De kennis van de VU op het thema Human Health and Life Sciences wordt gecombineerd met ervaringen van lokale partijen om dat doel te halen. Ook worden er activiteiten ontwikkeld op het terrein van armoedeproblematiek en andere maatschappelijke vraagstukken. Via gecombineerde huisvesting van studenten en statushouders wordt tenslotte bijgedragen aan de integratie van vluchtelingen/statushouders in de wijk.Lange traditie van wijkontwikkeling
Stadsdeel Nieuw-West heeft een lange traditie van experimenteren met innovatieve methoden van wijkontwikkeling. Een voorbeeld hiervan is het project VoorUit. Voor dit project zetten studenten zich in voor de wijk in ruil voor woonruimte. VoorUit levert al tien jaar een bijdrage aan het verbinden van studenten met bewoners in Nieuw-West. De studenten van VoorUit zijn rolmodellen in de buurt en krijgen een belangrijke taak in het opstarten en ontwikkelen van de studiezaal. Vanuit de studiezaal geeft VoorUit samen met de VU vorm aan Community Service Learning-activiteiten die een bijdrage leveren aan het oplossen van maatschappelijke en sociale vraagstukken.Achtergrond samenwerking
Maatschappelijke betrokkenheid is een kernwaarde van de VU. Daaraan wordt onder andere handen en voeten gegeven in een centraal CSL-programma: studenten zetten hun academische vaardigheden in bij het oplossen van maatschappelijke problemen. Het stadsdeel is een ontmoetingsplaats van burgers met zeer uiteenlopende achtergronden en kan in veel opzichten worden beschouwd als een voorbeeld voor integratie, waarbij verbinden centraal staat. Convenant HvA Urban Governance and Social Innovation en gemeente
De Hogeschool van Amsterdam (HvA) en de gemeente Amsterdam gaan nog intensiever samenwerken in de aanpak van grootstedelijke sociale en maatschappelijke vraagstukken die in Amsterdam te vinden zijn. Vrijdag 15 september 2017 ondertekenden Jean Tillie (decaan faculteit Maatschappij en Recht van de HvA) en Arjan van Gils (gemeentesecretaris) de samenwerkingsovereenkomst hiervoor.
In de hele stad
De samenwerkingsovereenkomst bouwt voort op het jarenlange partnerschap van het HvA-speerpunt Urban Management met diverse Amsterdamse stadsdelen. Er wordt gewerkt in zogenoemde fieldlabs: gezamenlijk gecreëerde experimenteerzones in Amsterdamse buurten en wijken waarin nieuwe aanpakken worden getest. Deze werkwijze wordt nu doorontwikkeld naar de hele stad via deze nieuwe afspraken. Drie thema’s staan daarbij centraal: sociale en economische participatie, collaboratief ondernemen en inclusieve gebiedsontwikkeling.
Gezamenlijke aanpak
De gemeente en de HvA investeren allebei drie ton. Stan Majoor, coördinerend lector van het HvA-speerpunt Urban Governance and Social Innovation: ‘Deze nieuwe overeenkomst bestendigt de jarenlange vruchtbare samenwerking tussen de gemeente en het speerpunt Urban Governance and Social Innovation. Daarnaast geeft het nieuwe richting. Ik kijk ernaar uit met de gemeente en veel nieuwe partners de komende jaren een nieuw samenhangend programma uit te voeren naar actuele vraagstukken in de stad.’
