Who is We? questions the dominant structures and histories we inhabit and inherit, presenting an urbanism that is Other – female, of colour, queer, and multispecies. Het Nieuwe Instituut, commissioner of the Dutch pavilion, fuels the discussion on Hashim Sarkis’ call for a ‘new spatial contract’ addressing how we will live together.
Architect Afaina de Jong and artist Debra Solomon present two possible responses to Who is We?
In Multiplicity of Other, De Jong identifies the spatial knowledge of the overwhelming majority of othered groups as fundamental to reconstituting the dominance of a single-sided universal perspective on cities. Driven by the urgency of climate crisis mitigation, Solomon advocates Multispecies Urbanism for just urban development driven by reciprocal inter-species relations of care.
Who is We? is an empathic plea against monoculture and homogeneity, illustrating that polyphony and plurality create the relations and interactions essential to building just and resilient societies and cities.

Amsterdam parallel research program to the Dutch Pavilion - 17th Venice Architecture Biennale
This research program is commissioned by Het Nieuwe Instituut and developed in collaboration with the City of Amsterdam. The Dutch contribution to the Biennale, 'Who is We?' is organized by Het Nieuwe Instituut. As part of the Dutch contribution 'Who is We?', Het Nieuwe Instituut asked the Chief Science Officer of the City of Amsterdam to orchestrate the additional research program. In response to the main question of the 17th Architecture Biennale 'How will we live together?' and the counter question of the Dutch Pavilion 'Who is We?', the Chief Science Officer has devised the theme 'Values for Survival'. This collection contains various elements of the research program 'Values for Survival'.
The central question of the 17th Architecture Biennale is ‘How will we live together?’. The Dutch Pavilion answers this question with another question; ‘Who is We?’. With Multiplicity of Other and Multispecies Urbanism the Dutch Pavilion presents two possible responses. The research program Values for Survival gives another, parallel reaction to these questions: if we live together, we will need to TUNE into all multiplicity and all multispecies around. In Cahier 3 we see that ‘we are rhythm and so is the world’. Tuning to rhythm of others is a core value for survival we need now.
In the last hour of the online opening of the Dutch Pavilion, three musicians from three musical traditions will perform the special concert Tuning to Rhythm. In this online improvisation, rhythm as a uniting force in diversity will be explored. Sharing the first beat, offering entrances to each other, overcoming delays, the three musicians explore how to tune to difference and to moments of shared harmony at the same time. With Sirishkumar Manji (tabla, vocal), Mistah Isaac (gitar, vocal), Reinier van Houdt (piano). This concert came about after ten hours of rehearsals. Current social changes are leading to a more differentiated view of architecture. Het Nieuwe Instituut explores and presents this versatile architectural practice based on the ambition to reveal and discuss new challenges and often innovative strategies. The State Archives for Dutch Architecture and Urban Planning, part of Het Nieuwe Instituut, offers insight into 150 years of Dutch architecture and urban development history. It is a speculative source of progress thinking and contains many examples of the ways in which architecture has broadened its practice and responsibilities in response to societal issues and technological change.
In the field of internationalization, Het Nieuwe Instituut has a number of formal genomes that are entrusted to the Agency and that, where possible, are linked to Het Nieuwe Instituut's substantive program. The exchange and development of knowledge, international cooperation and the expansion of networks are paramount.
Based on these tasks, Dutch designers are presented on various international stages, they are enabled to meet international curators, designers and researchers and become so-called cross-country overs that enable the exchange of knowledge. In addition, the Agency fulfills a coordinating role within the infrastructure of the Netherlands in the field of internationalization, which is reflected, for example, in the advisory function for designers who want to work abroad.
In the regional area, Het Nieuwe Instituut works together with local and social issues where a cultural interpretation can offer new approaches.
Het Nieuwe Instituut en het Stimuleringsfonds Creatieve Industrie lanceerden begin oktober 2019 een open oproep voor een bijdrage aan het publiek parallelprogramma van het Nederlands Paviljoen. Dit programma vindt zowel voor, tijdens als na La Biennale plaats in Venetië of elders. Inzenders werden uitgenodigd in te spelen op het thema van het Nederlands paviljoen 'multispecies urbanism'. Zes ontwerpteams werden geselecteerd. Tijdens de opening op 20 mei zullen de drie projecten van Studio Wild, Failed Architecture en Studio Lada Hršak te zien zijn in een videoportret.
Context
Het Nieuwe Instituut en het Stimuleringsfonds Creatieve Industrie bundelen hun krachten om de 17e Internationale Architectuurtentoonstelling van La Biennale di Venezia optimaal te benutten als internationaal podium voor actuele ruimtelijke en maatschappelijke vraagstukken en deze als katalysator op te vatten voor een doorlopend gesprek over de betekenis van architectuur voor onze manier van samenleven. Doel is om een grote veelzijdigheid aan stemmen uit het Nederlandse ontwerpveld te vertegenwoordigen in Venetië.
Selectie publiek parallelprogramma Nederlands paviljoen:
Failed Architecture met Stories on Earth. Stories on Earth is een poging om met storytelling en design een kritisch model te ontwikkelen waarmee het huidige narratief over de relatie tussen mens en natuur uitgedaagd kan worden.
Bureau LADA met Fisheye. Fisheye - Return of the Eel is een speculatief onderzoeksproject naar biodiversiteit in het water als model voor een 'water related society' waarin de mens een secundaire rol speelt.
Studio Wild met The Forbidden Garden of Europe. The Forbidden Garden of Europe onderzoekt in hoeverre ruimtelijke en sociale factoren invloed hebben op inclusieve manieren van samenleven.
Hoofdlocaties La Biennale Architettura 2020 – How will we live together?
Naast de gezamenlijke oproep schreef het Stimuleringsfonds Creatieve Industrie een open oproep uit voor projecten op de hoofdlocaties van La Biennale Architettura 2020 met betrekking tot het overkoepelende thema 'How will we live together?' Hashim Sarkis zet de grote sociaal-maatschappelijke vragen van dit moment centraal aan de hand van vijf speerpunten: 'individuals', 'new households', 'emerging communities', 'across borders' en 'one planet'. Hij nodigde zes partijen met een Nederlandse achtergrond uit om te exposeren in een van de hoofdlocaties. Hiervan zijn drie ontwerpteams geselecteerd binnen de open oproep.
Selectie ontwikkelbudget hoofdlocaties:
Studio L A met City of Ceramics. City of Ceramics is een installatie die bestaat uit de kaart van Venetië op een vloer van zeer fragiele terrazzo-tegels. Met iedere stap komen er scheuren in de kaart, totdat deze aan het einde van de biënnale aan gruzelementen ligt en de bezoeker laat reflecteren op de eigen aanwezigheid in de stad.
FAST, Foundation for Achieving Seamless Territory met Watermelons, Sardines, Crabs, Sands, and other Sediments. Border Ecologies and the Gaza Strip. Dit project onderzoekt de problematiek in de Gazastrook vanuit een ecologisch perspectief. In een installatie bestaande uit een lange dinertafel met verschillende objecten, worden de uitkomsten naar de relatie tussen ecologie, cultuur en politiek in Gaza gepresenteerd.
Alessandra Covini en Giovanni Bellotti met Variations on a Birdcage. Variations on a Birdcage is een onderzoek naar objecten die zorgen voor een directe ontmoeting tussen mens en dier. Dit resulteert in een speelse installatie waarop mensen en vogels invloed kunnen uitoefenen door te spelen, transformeren, cultiveren en te voeden.

Prof. dr. Caroline Nevejan is the Chief Science Officer of the City of Amsterdam. In this capacity she orchestrates research between the municipality of Amsterdam and the different scientific, academic and artistic universities in the city. Het Nieuwe Insituut has asked her to direct the parallel research program of the Dutch contribution to to the 17th International Architecture Exhibition La Biennale di Venezia 2021. With her background as a researcher (she is a professor by special appointment at the University of Amsterdam) and as designer who has been involved with the emerging network society and digital culture since the 1980's, Nevejan is particularly well suited to this task, especially now the Covid-19 crises has meant that there was no other choice than to intergrate the digital environment into the research itself.
