This thesis investigates issues of inclusion of vulnerable groups exposed to energy poverty in planning processes, using the Hoptille case study in Amsterdam Southeast. At the Hoptille apartment complex, two interventions were implemented to reduce energy poverty: energy-saving measures and the redevelopment of the apartment complex. The study employs the Neighbourhood Arrangements framework and the Participation Analysis framework. The research aims to identify measures that promote justice and enhance the meaningful participation of vulnerable residents in local energy transition and redevelopment projects.
