The Rathenau Instituut on the consequences of the digital arms race (2019)

With this study, the Rathenau Institute maps out the most important consequences of the global digital arms race for the Dutch public knowledge infrastructure: universities, universities of applied sciences, KNAW and NWO institutes, TO2 institutions and government knowledge institutions. They are increasingly confronted with knowledge that may have military applications and touches on national security. The authors outline the contours of the new assessment frameworks, procedures and agreements that are necessary to give shape in a responsible manner to research that has intentional and unintentional implications for defense and security.
