Why we need a broad public perspective on digital infrastructures
This report from the Rathenau Institute examines the social significance of data centers and the decision-making process regarding their establishment. According to the authors, the report clarifies what data centers are and how they operate, the issues involved in the discussion about their siting, and how these issues are currently governed. The analysis is based on press reports, reports of council meetings and parliamentary debates, policy documents, and scientific and technical literature. Information from interviews with experts and stakeholders was also used for additional background, perspectives and interpretation. The analysis culminates in five recommendations for good public governance of digital infrastructure.
