In this paper presentation a digital tool is presented that can support policy makers in participative design on a large scale. There is a lack of digital resources to do this.

Thinking about solutions to urban social problems is complex. Indeed, it requires the perspective of diverse stakeholders with their unique needs and values ​​on a large scale. Applying a participatory design approach can focus on people's perspectives, but suffers from scalability issues. In addition, this design is usually based on the experiences of policy makers.

Based on previous work, empathy is identified as a crucial factor for involving people on a small scale in thinking about societal solutions. Building on this knowledge, we explored how digital tools can increase empathy between different stakeholders to support pressing societal issues.
