This report describes the winter cold shelter and corona emergency shelter in the period from March
2020 until April 4, 2022. The emphasis is on the last winter period 2021/22 from November 2021 to April 2022. The registrations of the winter shelter and an evaluation with the care providers involved at the winter shelter, security guards, police and interest groups involved in these locations.

Emergency shelter during corona. Emergency shelter has been affected by the corona pandemic and the related measures. People were sheltered not only during periods of freezing cold in the winter, but for a longer period (during lock downs where the advice was to stay at home as much as possible on the basis of the 'shelter for homeless people' guideline issued by the Ministry of VWS was provided)1. There were no restrictions during this shelter, except during the phase-out phases. People who were homeless and not entitled to Wmo facilities could also use the corona emergency shelter. In order to maintain sufficient distance within the winter cold and corona emergency shelter, the number of people per shelter location was limited. As a result, more locations had to be used to accommodate the same number of people.
