Circulaire Energietransitie
Beschrijving
Dit project onderzoekt de samenhang en dilemma’s tussen de energietransitie en de circulaire transitie. Hierbij werken we met de vooronderstelling dat als we een succesvolle energie en circulaire transitie willen bewerkstelligen, waarbij we binnen de planetaire grenzen blijven, de transities in samenhang moeten worden bekeken. We onderzoeken hoe de grondstoffentransitie, die noodzakelijk is voor een circulaire economie, invloed heeft op de uitvoering van ons energietransitie beleid.
De energie- en de grondstoffentransitie hangen nauw met elkaar samen. Het doel van de energietransitie is minder opwarming van de aarde door de uitstoot veroorzaakt door fossiele brandstoffen te stoppen. De grondstoffentransitie richt zich op een 100% circulaire economie in 2050, ten gunste van klimaat, biodiversiteit en de leefomgeving. Zonder grondstoffentransitie dreigen we door onze inzet op de energietransitie terecht te komen in nieuwe lock in’s en komen de klimaatdoelen in de knel. We zullen radicaal efficiënter moeten omgaan met grondstoffen, materialen en producten. Hergebruik, reparatie en recycling van producten en materialen moeten deel worden van het dagelijks leven. Circulair grondstoffen- en materialengebruik vermindert ook de leveringsrisico’s uit geopolitiek instabiele landen, zoals China of Rusland.
De grondstoffentransitie – nodig voor die circulaire economie – kan bij uitstek de energietransitie, en daarmee de realisatie van de klimaatdoelen, versnellen.Doelstelling
Inzicht en handeling perspectief bieden in hoe de ontwikkelingen binnen de grondstoffentransitie moeten worden verwerkt in het instrumentarium dat wordt ingezet om de energietransitie te bewerkstelligen.
Fase 1: doorvertaling verkenning Evenwichtig sturen op de grondstoffentransitie en de energietransitie voor brede welvaart van de SER naar MRA-overheden.
Als samenwerkende partners in onze regio willen de gemeente Amsterdam, de provincie Noord-Holland, de Amsterdam Economic Board en de MRA aan de slag met deze oproep en hartekreet van de SER. Inzet daarbij is niet alleen om met elkaar te verkennen wat een gezamenlijke aanpak van de energie- en grondstoffentransitie voor de MRA-overheden inhoudt en wat daarvoor nodig is, maar ook om een scherper beeld te krijgen van de acties die er op dat terrein al lopen en via welke interventies gemeenten, provincies en een organisatie als de MRA – vanuit hun specifieke rol en verantwoordelijken – de verbinding tussen beide transities verder kunnen versterken.
Fase 2: doorvertaling inzichten op MRA-niveau naar instrumentarium Gemeente Amsterdam.
De instrumenten die ingezet worden door de Gemeente Amsterdam om de energietransitie te bewerkstelligen kunnen door bovenstaande inzichten worden aangepast. Waarom dit zo is, hoe dit moet en afstemming om instrumentarium daadwerkelijk aan te passen komen in deze fase aan de orde.

Innovatie Paviljoen Marineterrein
Wat is er nodig om een duurzame en toekomstbestendige stad te bouwen? Op het Marineterrein staat het Innovatie Paviljoen. Gemeente Amsterdam test hier samen met innovatieve bedrijven nieuwe mogelijkheden voor duurzamer bouwen. De ambitie is om deze innovaties op grote schaal door te voeren voor een toekomstbestendige stad. Daarom wordt er ook onderzocht welke huidige werkwijzen en culturen moeten veranderen om dit te realiseren.
Beschrijving
Het Innovatie Paviljoen is een initiatief van gemeente Amsterdam. Vanaf september 2023 is het Paviljoen te zien aan de westkant van het Marineterrein, met uitzicht op het Scheepvaartmuseum en NEMO. Hier onderzoeken producenten met experimenten hun nieuwe oplossingen voor biobased, modulair en circulair bouwen. De producenten kunnen hier klein beginnen en laten zien wat er kan, als opmaat naar opschaling. De huidige pilots hebben een looptijd van een jaar.
Doelstelling
Het Innovatie Paviljoen wil de transitie naar een CO2-neutrale en circulaire stad versnellen. Dit wordt gedaan door marktpartijen met innovatieve oplossingen te ondersteunen met pilotmogelijkheden, trainingen en mentorsessies. Ook wordt er verkend wat de gemeente zelf moet aanpassen in de eigen werkwijzen en culturen om deze transitie te versnellen.

Doelstelling
Het doel van de Monitor Circulaire Economie is om een integraal beeld te bieden van de circulaire economie en de circulaire transitie in Amsterdam. Hiermee stellen we beleidsmakers in staat om datagedreven beslissingen te maken en gericht circulaire interventies te ontwerpen. Onderdeel van het integrale beeld zijn onder andere materiaalstromen en hun sociale- en ecologische impact in de keten, maar ook de bewustwording onder Amsterdammers.
Looptijd
Dit project biedt sinds 2020 doorlopend ondersteuning aan Team Circulair bij Ruimte en Duurzaamheid, in ieder geval tot 2026.

DeCarb-Pro
Purchase traditionally focuses on the cheapest price or the Economically Most Advantageous Tender (EMVI). DeCarb-Pro is developing one or more methods in a European context to take into account the scope 3 CO2 emissions of products that local authorities purchase in tender processes. DeCarb-Pro is developing one or more strategies for local authorities to systematically increase CO2 pricing in public procurement, with a distinction between the needs of small, medium and large local authorities, based on existing methods and common practices, using existing knowledge and experiences from the Netherlands and France. Not only are strategies being developed. The viability of the new methods must be demonstrated in pilot projects to be set up in small, medium and large local authorities.
Ultimately, all local authorities in North West Europe must be able to implement CO2 pricing in purchasing decisions of products. To this end, training programs will be jointly developed and implemented, adapted to the needs of local authorities of all sizes. Operational structures for further rollout after 2027, after the end of the project, are being prepared, such as e.g. a helpdesk and other support structures. The program started in March 2023 and will continue until April 2027. Amsterdam is contributing its expertise and will adapt its purchasing procedures with regard to CO2 reduction from 2027 onward, to what will be common in the European context after 2027.Decarbonisation in Procurement

The DeCarb-Pro program is aimed at reducing CO2 emissions in purchased products (scope 3 emissions) by local authorities. Public procurement has a significant influence on CO2 emissions in North West Europe: 15% or 230 million tons of CO2 (2020) is emitted mainly under the responsibility of local authorities. Without low-carbon procurement, local authorities in North West Europe are unlikely to achieve the EU reduction targets for 2030 and their required contribution to the ambitions of the EU Green Deal. The most drastic scope 3 emission reductions can be achieved when purchasing products in the field of infrastructure, construction and energy.
Still public procurement in Europe is often dominated by prices. By using carbon pricing in tenders, local authorites ask companies to compete on products and services with the lowest emissions for the best price. Ultimately resulting in lower overall emissions. A carbon pricing strategy is rarely implemented by local authorities, due to a lack of instruments, knowledge and standardised procedures.
The partnership in this program of local authorities, energy agencies, city networks and market partners from nearly all countries in North West Europe will develop a strategic approach to carbon pricing for procurement, applicable to all local authorities in North West Europe. The developed instruments are tested and validated in pilot tender projects in the 3 sectors; infrastructure, construction and energy. The pilots will lead to concrete emission reduction results and will act as showcases for other local authorities. Internal and external training programs will be developed and implemented for the development of all parties interested. This enables local authorities to commit, implement CO2 pricing in their tenders and contribute to reducing CO2 emissions.
Local authorities throughout North West Europe face the same purchasing challenges. Transnational cooperation facilitates rapid adoption in the countries of North West Europe: the partnership builds on the previous experience of Dutch and French participating partners in the field of CO2 pricing. Transnational cooperation develops carbon pricing for viable widespread use and supports the necessary widespread adoption and implementation in North West Europe.
Endproducts:
The program has three phases. In the first phase, existing methods for CO2 pricing, experiences and opportunities are inventoried and strategies are developed appropriate to the size of a local authority. In a second phase, these strategies are tested, evaluated and reported. In the third and final phase, internal and external training programs are set up and an overview is given of what preconditions need to be set, in order to apply the than proven methods throughout North West Europe.
The deliverables to which Amsterdam contributes are:
- An inventory of experiences and opportunities for CO2 pricing in purchasing in regions with a similar size to that of Amsterdam (Paris, Essen).
- An inventory of possibilities for integrating CO2 pricing into local government procurement procedures, taking into account the needs of governments of different sizes.
- A draft strategic approach for CO2 pricing in tender procedures.
- A toolbox filled with methods and instruments to include CO2 pricing in purchasing by local authorities.
- Report(s) on pilot projects in the field of carbon budgeting and CO2 pricing in the planning, design and procurement phases for large local authorities.
- Evaluation reports of the pilot projects.
- Integrating CO2 pricing into the purchasing activities of the own organization with internal training for all involved.
- Determination of necessary activities for creating the right preconditions for broadly supported CO2 pricing in North West Europe.
- Implementation scheme for multi-year activities for the consolidation of CO2 pricing in tenders in North West Europe.

Dynamisch inzamelen - Evaluatie systeem, mens & organisatie
Afvalinzameling kan beter, sneller en goedkoper. Dynamische inzameling biedt kansen om deze
doelstellingen te bereiken, zo is beredeneerd. Al in 2017 is een aanbesteding uitgezet om te starten met
dynamisch inzamelen. Nieuwe technische ondersteuning zou kansen bieden om stedelijk te gaan rijden
waardoor medewerkers (chauffeurs) stedelijk konden worden ingezet. Hierdoor kon de inzet van zowel
mens als materieel geoptimaliseerd worden. Er zou zicht zijn op het vulpercentage van de containers in de
stad. Hierdoor werden alleen de containers geleegd die ook daadwerkelijk vol zaten en de
inzamelvoertuigen zouden steeds een optimale route volgen om deze volle containers te ledigen. Het
