Wetenschap werkt!
In deze strategie hebben wordt u meegenomen in de uitdagingen waar de Nederlandse wetenschap voor staat en welke rol NWO wil spelen bij het adresseren van die uitdagingen. Hierin worden de ontwikkelingen geschetst die nieuw licht werpen op de relatie tussen wetenschap en maatschappij. Er wordt geschetst hoe NWO kan bijdragen aan optimale maatschappelijke en wetenschappelijk impact. Hoe het vertrouwen
in de wetenschap kan worden behouden en versterkt. En hoe NWO bijdraagt aan samenwerking en verbinding, aan vooruitgang.
Met deze strategie wil NWO meebouwen aan een gezond wetenschaps- en innovatiesysteem, waarin kennisinstellingen, bedrijfsleven, maatschappelijke organisaties, overheden en burgers een belangrijke plek hebben. Daarvoor worden vier bouwstenen toegelicht in dit document. -

Nationale Wetenschapsagenda (NWA)
Het ministerie van OCW belegde de uitvoering van het programma voor de Nationale Wetenschapsagenda bij NWO. Na de start van de NWA in 2018 zijn nieuwe, inter- en transdisciplinaire samenwerkingsverbanden gestimuleerd.
De NWA omvat vier programmalijnen: (1) Langjarig, inter- en transdisciplinair onderzoek op
NWA-routes door consortia (ORC), (2) Thematische calls op initiatief van vakdepartementen, (3) Netwerken en vernieuwing binnen de routes en (4) Wetenschapscommunicatie en outreach. In onderstaande factsheet worden deze programmalijnen kort toegelicht.Doel van de Nationale Wetenschapsagenda (NWA) is met kennis een positieve, structurele bijdrage leveren aan de maatschappij van morgen, door vandaag bruggen te slaan en met elkaar voor wetenschappelijke en maatschappelijke impact te zorgen. De NWA kwam tot stand door een innovatief proces, met de inbreng van zowel burgers als wetenschappers.

Smart Urban Intermediaries (SUI)
European cities face complex challenges that demand smart solutions. This project puts urban intermediaries, those people who can bring people and resources together in innovative ways, at the heart of smart urban development and sets out to understand how they create social innovation.
Our research takes place in four European cities: Birmingham, Copenhagen, Glasgow and Amsterdam. We are working in collaboration with a range of partners in the public, third and community sectors, brought together in local and transnational ‘living labs’. The purpose is to advance knowledge of how intermediaries innovate and generate smart urban development, creating opportunities for dialogue and learning between social innovators across Europe.View all publications on the SUI website

NWO research project ‘Smart Disaster Governance’
‘Enhancing smart disaster governance: Assessing the potential of the net-centric approach’ is one of our flagship research projects funded by the Netherlands Organisation for Scientific Research (NWO). NWO is the national research council in the Netherlands that promotes quality and innovation in science by distributing research grants through a competitive system. In the ‘Smart Governance’ call NWO stimulated the conduct of systematic, multidisciplinary and comparative research into the nature and origins of smart governance. In the call we were stimulated to develop partnerships between the academic community, public, and private organisations in order to secure knowledge valorisation.
The Smart Governance call is based on the idea that the future competitiveness of the Dutch economy and our quality of life will be determined to an important extent by our ability to strengthen and innovate the country’s social infrastructure. A crucial element of this infrastructure is its system of governance. Systems of governance should allow individuals, groups, and corporate actors to undertake effective collective action. The Dutch economy and our society are facing a number of major challenges. Meeting these challenges requires smart modes of governance, because traditional systems have failed or there are serious doubts regarding their adequacy for solving today’s problems. A mode of governance is considered ‘smart’ when it is conducive to timely and effective collective problem-solving under conditions of high problem complexity and contextual uncertainty and volatility. Such modes may involve more direct forms of regulation but may also involve the incentive structure provided by the environment.
Our research team consists of Kees Boersma, Peter Groenewegen, Julie Ferguson, Jeroen Wolbers, Femke Mulder and Arjen Schmidt. In this research project we extended our collaboration with two other experts in the field of crisis and disaster management: Arjen Boin and Bartel van de Walle. The project builds on our state-of-the-art knowledge and recent publications in this field. This is also recognised by the reviewers and the committee, who qualified our grant proposal as ‘excellent’.

Regieorgaan Stichting Innovatie Alliantie (SIA)
Op 1 januari 2014 is het Regieorgaan SIA opgericht door het Ministerie van Onderwijs, Cultuur en Wetenschap, de Nederlandse Organisatie voor Wetenschappelijk Onderzoek en partners van Stichting Innovatie Alliantie.
Regieorgaan SIA bevordert de kwaliteit en de impact van het praktijkgericht onderzoek van hogescholen. Dit wordt gedaan door onderzoek te financieren en de samenwerking tussen hogescholen, het bedrijfsleven en publieke instellingen te stimuleren. Sinds 2017 is de City Deal Kennis Maken bij dit regieorgaan ondergebracht.Regieorgaan SIA stimuleert de professionalisering, kwaliteitsversterking en zelforganisatie van het praktijkgericht onderzoek van hogescholen. Dit gebeurt met behulp van verschillende financieringsinstrumenten. Bijvoorbeeld voor het concreet uitvoeren van onderzoek, maar ook voor het vormen van netwerken en platforms. De subsidies spelen in op de ontwikkelingsfase en oriëntatie van hogescholen, onderzoeksgroepen en lectoren.
Vanuit 4 strategische lijnen worden hogescholen en lectoren gefaciliteerd om de ruimte voor het praktijkgericht onderzoek verder uit te bouwen en te versterken. De 4 strategische lijnen zijn:
- Perspectief bieden voor onderzoekers in het hbo
- Stimuleren van hoogwaardig onderzoek met doorwerking in onderwijs en praktijk
- Versterken van de positie van praktijkgericht onderzoek in de samenleving door zwaartepuntvorming, verbonden met de kennisketen
- Vernieuwen van het stelsel van onderzoek, onderwijs en innovatie
