In the governance of blue-green (BG) roofs, one of the major challenges is exploring opportunities for the development of an economically viable business case for BG roof investments, based on insights into the total cost of ownership (TCO) and the assessment of economic, environmental, and social benefits that is part of the societal cost-benefit analysis (SCBA).
