Ekhilur is a cooperative payment system from the Basque Country that uses regular euros in a local digital network—without creating a separate currency. Members pay a small fee and get access to an account that allows them to pay at local shops, receive cashback bonuses, and participate in cooperative decisions. To encourage circulation, balances “oxidize” (lose 0.5% of value monthly), discouraging hoarding. The municipality helps fund the cashbacks, supporting small businesses and keeping money in the local economy. Ekhilur is legally and technically based on existing euro infrastructure, making it both practical and scalable.
