Ethical data collection public space

The Computer Vision Team (hereafter: CVT) has developed an image recognition facility with which (illegal) objects or situations in public space can be detected. For this purpose, data (images) from public space are acquired on which in principle persons and license plates are recognizable, although these are also anonymized. Amsterdam residents may consider the deployment of the image recognition facility and associated scanning vehicles to be effective and useful. At the same time, many people also experience it as unpleasant and disruptive. There are several reasons for the latter. Examples are that people feel spied on in public spaces because cameras are used, it is not clear what a scanning vehicle captures or how and by whom sensitive data is processed. This distrust often increases when administrative fines can also be imposed. Based on previous experiences with or from citizens, future laws and regulations, scientific research and lessons learned, the CFT sees not only space but also a need to further develop the image recognition facility and the scanning of public space. To this end, the CFT has established cooperation with TU Delft, AMS Institute, Civic AI Lab and the Hogeschool van Amsterdam. In addition to these knowledge institutions, a market party specialized in developing and deploying scanning vehicles with associated scanning equipment will also be engaged (with a tender).

Objective

The goal of the research and development project is to start protecting the (fundamental) rights and interests of citizens to a greater extent with the further development of the image recognition facility, for example by not processing any or much less personal data. An additional desired result would be to also increase understanding among Amsterdam citizens about what the municipality does with the help of technology and how it works. There will be a two-year collaboration according to an Agile working method with quarterly goals, sprints and other related 'events'.

The most important contribution asked of the people of Amsterdam, the citizen panel, is to share their wishes, demands and also limits on an ongoing basis. It is also important that when solutions are worked on, for example the use of other sensors or means of communication, that Amsterdammers continue to observe whether this is done in the desired manner and make adjustments where necessary. In this way they will think along, advise, react, co-determine and thus work on technical solutions that meet their interests.
