From the abstract:

"Dozens of cities around the world have already envisioned a circular built environment by establishing a variety of sectorial policies, strategies, and roadmaps, among other policy documents. As circularity is introduced in the making and operation of the built environment, caveats have been raised upon the governance of circular transitions. Policy coherence – or the extent to which policies are well-aligned and create synergies for implementation – in circular built environment research remains an unaddressed aspect of policymaking that, when lacking, may affect the transition’s effectiveness. This article aims to synthesize what policy coherence entails and how can it be assessed particularly in the transition towards a circular built environment."
