Ten global trends for culture in cities

The World Cities Culture Trends Report 2025 highlights ten emerging trends in global cultural policy, showcasing how cities are using cultural solutions to tackle urban challenges.

This report builds on discussions and insights from our cities at the World Cities Culture Summit 2024, hosted by Dubai Culture & Arts Authority under the theme: “Tomorrow’s Culture: How Will the Next Generation Shape Our World?”

With over a third of the global population under 25, culture plays a pivotal role in shaping the values, aspirations, and identities of young people. There is an urgent need for cities to engage younger generations and develop cultural policies that authentically reflect their voices. 

In today’s rapidly evolving world, culture remains central to addressing challenges that affect both current and future generations—from mass migration and the climate crisis to the transformative impact of technology.
