In this document, State Secretary of Education, Culture and Science, Gunay Uslu, first outlines general principles and then the assessment criteria and codes, the state culture funds and cooperation with other governments. It then indicates how a number of measures can provide more breathing room. Separate attention is given to a number of important support tasks and the themes of digital transformation and innovation, cultural education, internationalization and sustainability. Under various themes, a number of motions passed by the Lower House are elaborated. These are the motion of member Van Strien requesting to investigate how performance agreements can be broadened and made more flexible, so that innovation, entrepreneurship and social impact can weigh in the application and accountability in the new bis period; the motion of member Westerveld c.s. about the possibility of a compulsory Fair Practice Code involve in the preparation of the new bis4 and the motion of members van Strien and Wuite to provide space in the bis period 2025-2028 for the outcomes of the DEN and TNO exploration.
